This affects everyone, wherever Libra is located in your chart, and whatever planets are there -- plus any planet making an aspect to any of those planets.
But it affects those with Saturn in Libra the most. Around age 29/30 and around age 59/60, we have our Saturn return.

Saturn entered the sign of Libra October 29th, 2009 (yesterday), ending its journey through Virgo, (which it entered in September 2007.) Saturn will stay in Libra until October 5, 2012, except for a brief look back into Virgo from April 6, 2010 through July 21, 2010.
Saturn will tune up the partnership area, both romantic and otherwise. I think, on a larger scale, this is when the right to marry will make its best moves forward, after a trying time at the beginning. (But that's just my guess, so take it as what it is... a guess).
It's in the personal charts, where Saturn will do its best work. And that will be in the area where Libra rules the house cusp. The "I am" and the "We are" will get a tune up, but according to the issues of the Libra house in your chart.
Story:
Gefjon came through a town, dressed as a beggar (hard times), and the King tried to impose his will on her, thinking a beggar is all she was. But in true Saturn fashion, what looks like hard times is really opportunity. The king made a promise he was bound to keep. He made it because he didn't think there was any way this beggar could take him up on the promise. But the Beggar was a Goddess/Witch. She forged her own solution, showed her true self (which is always powerful), and created abundance from lack, and prosperity from hard times. (The 5 of Earth, turned on it's head.)
That's Saturn.
So, in whatever house, whatever sign, and according to any planets involved, what are the hardships facing you now? Look therein for solutions that leave you better standing than when you begin this Saturn journey.
